Legal Question in Civil Litigation in California

I am about to file a complaint with the Central District of California Federal Court as a pro se. Do I file my Declaration at the same time as the complaint and is it separately blue backed or made as an exhibit. Do I include exhibits in my initial complaint? Thanks so much
