Legal Question in Civil Litigation in California

I need to file a retraining order against a neighbor who is using city services to harass my family. First can I file against more than one person at one time or do I need a seperate order for more than one person?

In my investigation I have uncovered over 40 phone calls to police between two buildings over a three year period. I was able to get the basic information on the phone calls via the "calls for service" sheets.

How can I get the "full" information on these phone calls? I need the information on all of them to sort out who called the police on who because there is more than one neighbor involved. I have an active lawsuit right now against the landlord, is a subpeona enough to get the "confidential" information or do I HAVE to have a judge issued court order?

Police reports are privileged and cannot support a restraining order. They also can't be restrained, even if you have other grounds to get a restraining order.
