Legal Question in Civil Litigation in California

I filed a civil case "petition for withdrawal of funds from blocked account" and I was denied. My daughter needs access to this account to attend driving school and purchase a car so she can attend college. It is only two months prior to her turning 18, we just wanted to get an early start. I was told that the wording on why the funds are being requested early was better if I asked an attorney how to better word it. So, the question is "reason for disbursement of funds". Can you suggest a legal answer to this question?

If in two months you will be getting the funds, it does not much sense to re-file the Petition as it will likely take at least 4 weeks to get a new hearing date, a week or so to refile--so you get the money a week earlier than if no petition is filed.
