Legal Question in Civil Litigation in California

Someone managed to change the regesteration of the 2003 chevy Trail Blazer that I own out right and have the paper work. He picked it up after it had been towed.I found the truck, he still has it and informed me I could come get it. Problem is, it is no longer in perfect condition and it is stripped and gutted. This guy is a con and I want the money for my truck. I dont know how he changed the paper work but I know he did and I know it was not legal. Where do I start and can anyone help?

Maybe you can get the police to work with you on this, although I have recently heard that the L.A. police are almost useless unless your in a shootout or some other major crime.
