i was granted a restraining order against a person and i'd like to know can i file a case against them also in small claims for emotional stress

Probably but emotional distress is usually not awarded except for extreme cases. If it was a domestic violence restraining order you can sue them for domestic violence.

Also almost every crime has a civil counter part you can sue.
