Harassment by Security Guard

I am currently involved in a dispute with the home owner's assoc. where I live. Since the start of that dispute the security personnel have (in my opinion) begun a systematic program of harassing my family. We will soon go to small claims court where I am asking, among other things, punitive damages for this harassment. One item I wanted to include but am unsure of is the following incident. My 18 year old daughter was approached by security personnel while swimming in the lake after dark. When asked to identify herself she did so, immediately thereafter the guard said to her "Get out of the water I want to see if you are naked". My daughter found this humiliating and was embarrassed in front of her peers. Can this be regarded as harassment or sexual harassment as she was singled out among all others present ? Thank you for any help which you might offer.

the guard has no police power or legal authority. I would tell him to jump in the lake.
