If you wrote in an e-mail, ''If you play games, you must accept the risks!'' or ''Someone is always watching. Keep your distance!''

Would these statements be considered illegal?

Of course, the statements are taken out of context. The context must be provided. I think the second statement could be construed as something of a threat, depending on the context.

As Mr. Cohen says, the answer depends upon the context. No statements are ever inherently "illegal"; whether they present legal issues in a particular case depends upon the circumstances.
