Legal Question in Civil Litigation in California

I have heard dimissmal without prejudice means they can bring case back and refile, and I heard that it was dismissed and I would need t file memorandume of cost

If you are referring to a civil matter, it is accurate that if you are entitled to recover costs you must do so by timely filing a memorandum of costs to the court. In criminal matters there is no right to recover costs.
