Legal Question in Civil Litigation in California
Hi, We hired a contractor to do some work for us. We gave him checks to get started which he took and cashed. He started the job but then stopped. He is now telling us we owe him more because the materials costs more. I want to see the invoices which he said he would provide but never did. What should I do?

Find out if he is licensed first. If he is not, you can sue him for all of the money you paid.
If he has a license, he is probably "bonded" which means you can at the very least get some of your money back via the bonding company. You could also file a complaint with the state contractors licensing board. You can also file a civil action against him in superior court, but chances are he is "judgment proof" beyond his bond (if he is bonded at all). Good luck.
I agree with Anthony and Michael.

Go straight to the Contractors State License Board and file a complaint.
