Homeowner insurance fraud

We were remodeling a fire damaged house & the owner wanted to wait until paid by the insurance company to pay us. After she got the check, she arbitrarily changed the amount of the contract and shorted us about $18,000. She is keeping the other money the ins co pd out for the repairs. Is this ins fraud? Also, how can I find out who the insurance company is?

One person can't arbitrarily change a contract. Retaining the insurance company's money may or may not be fraud. However, you probably have a cause of action against the homeowner for the additional repair costs originally contemplated. See an attorney.
