can a veterinarian charge interest on disputed fees

Hello!

1. Any vendor or provider of a service can assess interest upon a DEBT. By law any and all indebtedness in California carries with it 10%.

2. Any interest rate higher than 10% on a "consumer debt" requires a contract signed by you where the rate was adequately (under a lot of specific laws) disclosed. This means a bargained for loan in other words.
