after paymnent of a civil judgement what is the statutory time for filing a satisfaction of judgement

"Immediately". See Cal Code of Civil Procedure Section 724.030. If demand then made, 15 days. If not done within 15 days, debtor may file motion to compel, seek compensation for any damages sustained and obtain sanctions ($100). CCP 724.050
