Jurisdiction and Venue - Calif.

Hi - I would like to know how to decide Jurisdiction and venue in the following situation: Promissory Note was signed by borrower in Lake Tahoe, Calif. Sent via US Mail to Lender - who is an inmate in State Prison - Delano Calif. It was then sent back signed to the bank in Lake Tahoe for authorization of a $70,000 wire transfer. How do I pick jurisdiction and venue? How will lender be able to appear in Lake Tahoe Court when he is still in prison?

Proper venue is the county in which Lake Tahoe is located as the sight of performance of the agreement.

The lender won't automatically be able to appear in court, but arrangements can be made if needed.
