Landlord recently cut off my electricity, it was connected to another tenant that he wanted to get out. After 26 days with no power he finally paid the bill, got mad at me for complaining and shut it off again telling me that he is evicting me

You need to sue him for Forcible Entry And Detainer. Get a tenant lawyer. I hope you receive a large judgment or settlement.

The landlord is not legally entitled to engage in "self help." I suggest speaking to a tenant rights attorney. Please be advised, however, that if you get into a lawsuit with your landlord, your unit is not going to be a pleasant place to live in the future.
