I there a law in CA that addressed drivers slowing down to yell obsenities at pedestrians for no reason? I was walking my dog on the opposite side of the street. I saw this driver pull out of a driveway up the hill, then he slowed down yelled at me, and flipped me off. Never seen him or talked to him before. Don't I have a right to feel safe while walking in my neighborhood? What should I do?

No, this is just part of life. He didn't threaten you or approach you. If he did this repeatedly, you could get a restraining order against him, but it sounds like this was a one-time event. Your notes don't indicate that you did anything wrong, so I would assume he's just some random crazy person. Just ignore him.
Someday they will update the big book of mental disorders to include Random Road Rage Disorder. If you have the motorist's license plate number or address, call the police or the Highway Patrol. And you could theoretically take him to small claims court for $7500 for intentional infliction of emotional distress. Watch out for legal time limits.
