legal name change and marriage

My husband and I were married in Wisconsin 2 yrs. ago and changed our last name to something completly new. We changed everything ( drivers licence, social security cards, tax forms, credit cards, and all bills.) but could not change our passports because we did not have the proper documentation. The Judge who married us gave us one piece of paper with our old and new names on it, but it holds no legal status. Our marriage licence only has our maiden names on it. Now we live in California and we could not get our drivers licence in our new names so I payed and went through a legal name change but the dmv will only let me get my licence in the new name and not my husband. I was told if one of us went through a legal name change it would work for both of us because we are married. All we would need was marriage licence, birth certificate, and legal name change documents. We have been using our new names for 2 years. Do we have to pay for 2 legal name changes or is there some way around this expensive mess.

I do not know the answer to this question and would have to do some research, which I do not have time to do right now. Hopefully another attorney knows the answer to this question and can educate both of us. It shouldn't be a costly procedure.
