how can i legally change my name as I have changed my gender, I no longer live in the USA as i reside in England so attending court is not possible

You might speak with a solicitor in England about doing it there. It should be a lot cheaper than having to travel to California to handle it. Once it is changed in England, the name and gender change should be recognized in California.
