Lesbian partner depleted joint bank account and inappropriately used funds

My friend recently broke off a 6 year relationship with her partner. They lived together and had a joint checking account into which both womens paychecks were direct deposited twice a month. There was an oral agreement between the two that the funds would be used to run the household (i.e. car payments, rent etc.) When the breakup occurred, the ex took all of the money from the account,(her income and my friend's income) and told my friend that she used the money to pay the bills. One month later, overdue notices came in for bills they incurred together that were supposed to have been paid. My friend had to take out a loan to pay all of the bills because the ex had all the money. Is my friend out of luck because there was a joint account or did the ex breach the oral agreement when she took all of the money and can she be sued to pay the money back. The amount is about $1500.00
