Legal Question in Civil Litigation in California

I live in a track of homes that is partically surrounded by city propety. The city property is has no lighting and ANYONE can have access to it. 90% of the houses have been broken into. Any thief can get away because they just run through the unlit, unsecure city proptery. I have had to resort to putting up barbed wire on my back wall. Many of the neighbors are taking similar measures. The city has ignored our requests for help to prevent these people from climbing into our yards and over a city wall into our community park!! What else can we do? Can all the neighbors take legal action against the city?

You and your neighbors are not going to have any claims against the city. The city does not have a duty to provide a protective barrier for your track of homes. You and your housing association need to address the situation. You can still approach the city council to try to get the lighting you desire. Obviously, it is not possible for every city, county, state to illuminate every place of property it owns.
