Legal Question in Civil Litigation in California

I loaned a so called friend $3,500 two years ago that was promised to be paid back in a week, to this date I've got nothing back. I've learned they have borrowed from other friends large amounts of money and lied as well. I gave them cash but have in writing they acknowledge they owe me and will pay. Can I take them to court and garnish wages, I think this is the only way I will get my money back.

You should take them to small claims court, but you need to move quickly. Unless the acknowledgement in writing is actually signed by them, you will probably be subject to a two-year statute of limitations to collect. So you have to get something on file with the court in less then two years after they were supposed to pay you back.
