If I lose a case in civil court in CA. do the CA exemptions (i.e. Homested exemption) still apply if I have moved to Arkansas?

No. A creditor would domesticate the California judgment in Arkansas under that state's version of the Sister State Money Judgment Act. You would then be subject to Arkansas' exemptions.
