Made huge loan to relative/need money back
I made a 48,000.00 loan to my sister via wire transfer from Cal. to Minn. where should the suit be filed to collect and where should a lien be filed on her home?

If she contacted you here for the loan, you can bring the suit here. Once it is reduced to judgment, you can enforce the judgment in any state in which your sister has property or assets.

Her performance (repayment of the loan) was due in California. If she failed to repay, then it can be said that the contract was breached in California and a CA court can exert jurisdiction over her.
Once you have a judgment, you'll have to lien her home in the state where it's located.
