Legal Question in Civil Litigation in California

My mother has mild to moderate dementia caused by Alzheimer's disease and my brother has been caring for her, including arranging for an in-home caregiver for her (at her home). I have recently run into some financial difficulties and she has said on numerous occasions that it is OK with her if I move back in with her until I get back on my feet. My brother is deliberately trying to block me from doing this. Do I have any legal recourse?

If your mother still has knowledge of what she is saying, meet with her with your brother and discuss the situation. First ask your brother why he is opposed to you living there; there may be some sounds reasons. It is still her home so she can decide what to do with it; you could just move in.
