Neigbor below says dont walk in your appartment!

Help please! my neighbor below me complains about walking in our appartment. we do everything to keep the footsteps quiet. no shoes, put rugs down, even tip toe, but ANY little noise she hears she complains and thinks we do it on purpose. what can i do to get her off our back i feel like i cant even walk in my appartment she makes living here very fustrating.

Ignore her. She has no rights against normal use of the apartment. Her complaint may be with the landlord, but that's doubtful. If she complains, tell her that you are entitled to normal use of the apartment which necessarily includes the right to walk in it.
