neighbor pool pump noise

My neighbor installed a few swimming pool pumps less than 8 feet from my living room. I hired an environment science firm to get a noise report to show it to the Code Enforcement Dept. about noise violation. However, after 8 months, my neighbor only did a couple attempts that didn't really help much.

The Code Enforcement dept. seemed to have a hard time to enforce the noise ordinance due to my neighbor is an ''attorney at law''; I felt they got intimidated by my neighbor's attorney status. Every time I asked them for an update, they told me the same thing that my neighbor is cooperating and looking for a better enclosure to fix the noise issue.

However, at the same time, my neighbor is still violating the noise ordinance 9 AM to 4 PM everyday. The situation got worse when he had party like last night until 1:15 AM; I measured the exterior noise level was 9 dB above the city noise limited.

I called the police and they came around 11 PM. My neighbor saw the police; he came out and said to police loudly something like ''another noise complaint, it's the fourth times in the last few months. It's harassment. I am an attorney at law. If you like, I can talk to you about that''

Could someone give an advice?

Sounds like you should retain a lawyer to assist you. You'll only get general advice on Law Guru. Certainly, one could say the noise is a nuisance. A creative attorney might also seek a writ of mandate to require the public authority to do its job.
