neighbor's annoying cat

What can I do about my neighbor's cat? I am allergic to cats, and this one comes in my house when I have left the door open to bring in groceries, he kills birds nesting on the patio and leaves them on my doorstep (I've caught him doing it), he uses my yard as his litterbox, attacks me at night in my own yard (he jumped off the garage roof onto my head when I was taking out the trash), and he has turned up my garden plants. I've spoken to the neighbor, and there was a promise to look into some sort of cat device that would be planted in my yard. Nothing was ever done? We don't live in an HOA. Are there any laws or codes that will curb the cat's activity on my property? It's beginning to affect my health and it's certainly annoying.

You might want to contact your local city or municipality. Many local ordinances prevent animals from straying from their homes, and might prevent the type of nuisance activity you have described.
