Neighbors unleashed dog kills my caged pet

My neighbors unleashed dog came into my front yard and broke my pets cage, that I had outside getting fresh air,

and killed him. I was just wondering what laws there are about leash laws and if an unleashed dog kills my animal that was in a cage in my yard.

All dogs must be on leash when out side their property.

It is true that dogs must be leashed if off their home property. The real issue is what would you gain by bringing a legal action. What was the actual market value of your bird? You may not recover the wonderful, loving pet you lost, or compensation for the wonderful bird it was.
