Legal Question in Civil Litigation in California

Hi, I have an odd problem. My boyfriend and I often meet at a car ride since it is between our two houses, and carpool. Once, after being out of town for a week, we hugged and didn't realize the patrol security guard until he circled around--I'm gay by the way, which I think is the guard's issue. Anyway, I noticed since then that every time since then, the guard would either feel the need to drive by our lane or sit and park off in a corner area and just watch us or as we unloaded and rode in one of our cars. The reason I'm writing is because not long after this, the guard and another car were in the middle of the road (talking to each other), so I went around to the area where I was to meet my bf. I went to the back of my car to get where I had a couple of clothing items and up drives the guard who stops and stares for a few seconds-very strange. So, not to be rude, I ask, "how's it going?" He seemed shocked by the question because he paused and said, "fine." He remained there right behind my car, staring (we were parked in front of a gate, which is important for later) as I rummaged through things in the back hatch. Since he sat there staring I asked, "Is there a problem?" In the rudest tone he say, "You need to not speed in the parking lot." I informed him that I was not speeding, to which yelled, "YOU ALMOST HIT ME!"--to which I responded, "are you kidding? You were stopped in the middle of the road so I drove around." "Watch how you drive in the parking lot!" I guess the coup de grace was when I asked, "Are you done?" because in the mail I received a citation-the citation stated that I left the scene before he could issue the citation, which is another lie, because he was parked directly behind my car, and we were parked in front of a gate area. He sat there for a while (no doubt writing my plate #) and backed away but did not leave. I am so upset recounting this and wish I'd followed my first instinct to file a complaint, but it's a parking lot, not a business where I could ask for a manager-but I should have found a way. I certainly did not speed past two parked cars, especially considering they were not too far off from the entrance, after a sharp turn. My question is what is my recourse What do you recommend I do? I don't feel I should have to pay a citation for being harassed. Second, I feel this guy should be reprimanded, at least, and have his harassment on file (this can't be the first time), not to mention filing false reports. Thanks for advice you have.
