Does opposing party have more than 30 days to respond to interrogatories if served personally outside of California?

If served "personally"? No. Personal service means delivery by hand to the person (not just her address) or her authorized agent. If that's what happened, she doesn't get extra time.
If she serves her responses by mailing them from another state to California, the service will become effective ten days after she mails them. That's not what you asked, but it may be useful to know.
