Legal Question in Civil Litigation in California

Order to show cause

Could you explain the purpose and limitations of filing for an ''order to show cause'' before a Superior Court Judge? Can I subpoena testimony? Proper venue for civil hearing? Urged by state licensing agency that I must get disqualified name removed from license. Disqualified under Business and Profesional Code Sec. 24200.5. My name alone qualifies. Present attorney suggests lengthy and expensive lawsuit...not an option I can afford. Have all necessary court papers and pertinent records concerning disqualified person in order.
