Passengers in enclosed bed of truck
Are passengers allowed to ride in the bed of a pickup truck, without benefit of seatbelts, if the truckbed is completely enclosed by a "shell" - equipped with carpeting for comfort?
The "CVC's" which I have referenced, CVC - Section 23116(e) & CVC - Section 27360.5, vaguely address this issue. Is this law open for interpretation by judges/law enforcement, or has it been challenged/predetermined in a court of law?

Wheter or not the CVC referred to direclty address the question, seatbelts are requiredfor ALL passenger in a vehicle.
