Legal Question in Civil Litigation in California

I payed someone(non business) to fix my car in full and he was able to string me along for 2 years due to my financial situation.my car not only never got fixed but also has been neglectfully cared for damaged the inside of my car badly and stole parts off my car and wont even give me my key. On top of that my car is non op been parked on the street collected numerous tickets until i had to have the tow guy break in my car and Have it towed. Its a private/ personal ageement written on paper + up to date texts confirming this b.s with his fat mouth still promising to fix it. The car repair was suppose to take place at his residence in which he moved from. Please help... i have no money living off food stamps

Take him to small claims court. Filing fee can be waived if you're on food stamps.
