question: is small claims the only option OR can it be taken to a higher court i.e. civil .........based on "principal"

You could file a small claims case, or you can file a "limited jurisdiction" case. If the case proceeds in small claims and a party does not agree with the ruling, it can be appealed to superior court.

This is within the small court's jurisdiction and you will get your day in court. You should not waste your time and money filing in Superior Court Limited Jurisdiction, but if you are the defendant and you loose you can appeal to the Superior Court.

In California, small claims court is never the only option for a plaintiff. All cases that can be filed in small claims court can instead be filed as limited-jurisdiction cases in the Superior Court. Doing so would make little sense in a dispute over $700, but you have that option.
