Does a person need to have a criminal judgement or conviction first before he or she can sue civilly to for financial gain ?

I think what you mean is, does the perpetrator of a crime of which you were the victim need to be convicted before you can sue. No. But a conviction will make a lawsuit much easier and, if it is a felony, your case will have trial setting preference. Hope your criminal has money or assets. Watch out for legal time limits.
