can a person who is not on a written contract respresent the family of people living in a household if they live with them?

It would help that instead of making this question so vague if you stated exactly what occurred. In general, a member of the household can make any agreement they are authorized to make. If given authority to do so, they can act on behalf of the tenants as to the landlord.
