Legal Question in Civil Litigation in California

personal loan

My car was impounded and a friend loaned me 2000.00 to get it back. He is hiding the car untill I pay him back. I cant get a job without the car, so he agreed to take colleateral for the money i owe. He wants 4000.00 colleateral.one big problem is he is drinking to much to ever bring the car to me and i am tired of tracking him down. he signed a contract yesterday for jewelery i gave him which he later returned and didnt get appraised. the contract says i gave him the jewelery as payment for the 2000.00 on the car which he is to then give me. am i able to go to the cops and prove that i have rights to the car. i have every intention of paying him, he is just to drunk and almost died from drinking. and i will never see my car again

Call the cops and tell them your friend has your car and refuses to return it. If you have the title or if it is registered to you, they should get it back for you.
