Legal Question in Civil Litigation in California
How do I proceed with making a civil case regarding a transaction not completed. An agreement was made for a buyer to purchase my vehicle with a down payment and monthly payments made. Buyer has vehicle but has not made payments. Marshalls were unable to locate buyer to serve with papers.

It is a breach of agreement. You can sue for the full amount owed. You might have to hire an investigator to locate the buyer.

If you can't find the buyer after a diligent search -- which means more than just sending marshalls to the address she gave you -- then the court may let you serve her by publishing a notice in a newspaper near her last-known address. Before you ask for such permission, though, you need to try harder to find her.
