Provoking a Fight

Can a parent of another make two minor kids fight outside in the middle of the street? While insiting violence.

I'm not sure what your question is. If the kids are already fighting, an adult may order them to ''take it outside.'' This, however, is not good conduct. Parents should not encourage fighting.
