Legal Question in Civil Litigation in California

I live in large older home that was converted to two apt. I live upstairs. My neighbor had someone visiting them that was wanted by the police. Police surrounded our apt. and made me get out of bed (I was sick in bed with a very bad flu and am over 55) go across street and wait till this is over. This was 5P.M. There were over 50 police and swat. They had us out there till 5:30 A.M. It was 37 degrees that night and would not let us go get jackets ,blankets. No offer to sit in the car to get warm. They broke all the windows down stairs. Tossed a bunch of tear gas never told us we could go back into apt. and left it full off tear gas. I ended up getting pneumonia and had to be hospitalized ending up with a large hospital bill that I can't pay. I understand they have a job to do but they used this for a training exercise. You would had to of been here to see what I mean( laughing, joking around,ordering fast food, they even had armor car that tore up front yard and had to be towed). When they shot tear gas they were eating, wind blew gas back at them they grab their tacos and ran cursing. What can I do I have no money for hospital. Can someone help?

File a claim with the city. State the facts as fully as possible. Then state the medical bills already incurred and then double or triple the amount. The amount stated in you claim limits the amount that you can collect if it is necessary to sue. The city clerk may have a form that you can use for your claim. You may not be able to collect for removing you from your apartment, but they should have arranged for you to be inside out of the cold.
