Legal Question in Civil Litigation in California
I recently spoke with an employee in a university restaurant (I will leave out the name of such university) that complained that she felt that her rights had been violated, as well as that of other co-workers. According to their union contract, they are allowed to either arrive 2 hours late or leave 2 hours early to go vote and those hours shall be paid; however, their manager only allowed some workers to leave 1 hour early if they wanted to go vote and that hour was not paid. Moreover, other members under the same union working not in the university restaurant but in housing services were allowed to leave 2 hours early and those hours were paid. Have the rights of these university restaurant employees been violated and if so what is recommended that they do?

They should complain to their shop steward and let the union handle their grievance for them.
Mr. Hoffman is exactly correct, this is a matter for a union grievance procedure.
