what happens to the Response to Restraining Order, if the Restraining Order is terminated prior to the court hearing?

It is not possible to answer your question without looking at the complete file.

If the response is already on file, then it stays in the file.

If the response is not on file and the question is whether to file a response or not, then the answer depends if the underlying action has been dismissed or not. If there is a complete dismissal of the case (and not just the restraining order), there is no need to file a response. If there is not a complete dismissal of the case, then I cannot say without reviewing the file.
