Rights to information

Do I have the right to a copy of my tenant ledger written from receipts of payment from the apartment manager and if so, if I am refused how do I go about obtaining that info?

You do not have a right to that info unless a lawsuit is pending, i.e. an unlawful detainer. If a lawsuit is pending you need to go through the subpoena process and use a subpoena duces tecum. If you are involved in a lawsuit and need assistance, give me a call.
