Can a person with full-coverage insurance, who has not renewed license for nine months, be sued personally in the event of an accident?

A person can always be sued for an accident. The insurance question is important because it may decide who undertakes that person's defense. All other things being equal, you'd want the insurance company involved because you have a better chance of getting paid. However, the insurance company would not cover that person if they were unlicensed. If they have become unlicensed since the incident, and had a license at the time of the accident, then you could be in business, because the insurance company is obligated to defend its insured should it become necessary, as long as the insured was in good standing at the time of the incident in question.

If you are talking about getting into an accident with no valid drivers license, it sure doesn't look good. The real issue is, however, who was the negligent party? It also may revoke your insurance coverage, a valid drivers license may be a condition of your coverage. You should look into it.
