Can I sub serve on the manager of a company?
If I am serving a California LLC, and they have a registered agent of service listed on the California Secretary of State website, and that registered agent's address is the same as the companies' address, but the registered agent is never there, can I sub serve on the manager in charge, and if so, what is the CCP or California Rule/Law?

You can, but unless you follow the statute precisely the service will be invalid. The cost of hiring a professional process server is usually quite reasonable and more certain to be correctly done.
