Serving of a complaint to a non-english speaking individuals

Does a defendant who is being served papers, have to understand the English language, or may not know what he is being served with, considered a legal action and will it hold up in court?

It really doesn't matter. Surely, that person can ask someone to read it to him. Also, sometimes the summons & complaint contain other languages. This is not a defense.
