Is This Slander?

A few weeks ago a friend gave me a check that bounced NSF, and he has said he will not make the check good. I have checked my legal options and will pursue them.

In the meantime his car was vandalized on a busy street. I had nothing to do with it. I have heard that he's telling our mutual friends that he's sure I did it because I'm mad about the check. Again, I had nothing to do with it.

Is this considered slander?

Defamation of character is an an injury to a person's reputation from a false statement born of negligence or malice. Libel is written defamation and slander is spoken defamation.

The statements you describe sound more like an opinion that a defamatory statement of fact. He has the right to express his opinions. Stating that he believes you did versus CLAIMING that you did it are 2 entirely different issues.
