Legal Question in Civil Litigation in California

Can I sue my Doctor for failing to comply with my Disability ins. company?

My Workmens Comp. and Long Term Disability claims have recently been denied after several attempts of trying to get proper med. reports from my W.C Doctor. I have abtained a copy of my med. chart and after 6mo.'s the chart is basiclly empty. Which means I can only prove that I was seen by this M.D on specific dates but without reason. The proper documentation has not been done except for the 'Initial Report' which was 6mo.s ago. Therefore all ins. claims have been denied. Between the two claims I am out almost $9,000. How can I recover my loses? Can I sue my M.D? How can I make him follow proper guide lines?
