Can you sue a federal agency under California state tort laws if illegal activity occurred in California?

You use the term illegal activity. This is too vague. Most likely if it is a tort, you first file a claim and then file under the Federal Tort Claims Act. FTCA uses state law as a basis for tort but you'll most likely end up in Federal Court...FTCA does not apply to constitutional violations that is another action...
