summary judgement,municipal court

i was collecting unemployment insurance while still working, i owed 1,900$.they wanted the money back, i did not respond to their letters, one day i recieved a letter from municipal court of a summary judgement entered against me for 2,000$, with me as the defendant, and the state as the plaintif, i was never served with any papers for me to have the right to appear in court from the marshals or a processes server, can they do this, i assume i have a right to appear in court, even in a civil matter concerning the state. basically i never recieved my day in court, i feel this is illegal, dont i have a right to face my acusser?or does state unemployment have special powers ?

Under those circumstances you have the right to make a motion to set aside the judgment.
