Surcharge and judgments
If a court issues a surcharge, Is that the same as a judgment? and. if there was never
an entry of order of judgment filed with the court clerk, can someone still file an abstract of judgment?

An Abstract Judgment is an out-of-state judgment that is being filed in another state. In order to file for an Abstract Judgment there has to be a judgment that it is based on. So no you can not have an Abstract Judgment without an original judgment.
